Context: What happened previously
In Act 3, after the murder of Julius Caesar, his loyal friend Mark Antony stirred up the Roman crowd with a speech and turned them against the conspirators. The whole country is burning with rage. The Romans have lost the power of reason. They killed Cinna, the poet, just because his name resembled with one of the conspirators.

On the other hand, the conspirators (led by Brutus and Cassius) are on the run, the mob is rioting. Civil war has broke out in Rome.
Meanwhile, the new power players in Rome are — Octavius Caesar, who is Caesar’s adopted heir, Mark Antony, and Lepidus.
